If the play is not noticed then it stands. You can't unwind the position several turns later. However, requiring legal moves accomplishes 2 things. First it sets the expectation that players WILL speak up if they do notice and makes it bad sportsmanship to do otherwise. Secondly, the player who played illegally may also notice the illegal play in a timely manner and require its correction. I believe that cheaters who attempt to profit from illegal plays need to be punished, but there is nothing about the current rule that does that. Only the player making an honest mistake not in his own favor gets punished.
