"Legal moves" is not enforceable. Barring the rather odious idea of encouraging kibitzers of a tournament match to yell out 'illegal' when they see an illegal play, there is no way to force an opponent to find and note all of your illegal plays.
Because of this it puts a player in an ethical bind EVERY time their opponent makes a bad (for them) illegal play. Should I pretend I didn't notice and increase my $$ equity situation, or follow the 'rule' and correct his bad play?
Again, I see no good reason to adopt a rule that requires me to help my opponent play better. This notion has always seemed to be nonsensical to me.
