illegally borne off checker rule

"Why not go to "legal moves" just as we do in money games, even allowing spectators, or a proctor in major matches, to assure that legal moves are made?"
Here are a couple troublesome situations if spectators are allowed to speak up.
1) Suppose a player has only one legal move but does not realize it. Perhaps something like a 56 is rolled and a certain checker must be moved with the 5 so that the 6 can be played. He does not realize this though and considers what 5 to play. He moves it and the spectator says illegal. In a clocked match he shouldn't get that assistance.
2) There could be a pick and pass play but the picked checker is not put on the bar. It could be a legal play but I could easily see a spectator without thinking saying illegal.
