No, your premise is wrong. The islanders do NOT all know that there are 10 total islanders with blue eyes. That's information only we as the outside observers have. If the islanders knew that there were exactly 10, the puzzle wouldn't even be a puzzle. The 10 would have committed suicide long ago.

Note that they never discuss the subject of eye color with each other.
