Measuring Complexity

The move filtering idea has some problems. Let's say they there are three candidates and they are all extremely close. Is it a complex decision (whatever that means)? Well it will be difficult to get it right but the equity difference is low. So in terms of getting a good error rate it is not. Now let's suppose the differences get a little larger. In terms of error rate a little more complexity. Larger still and some arbitrary bound is crossed making them obviously wrong and now all of a sudden the complexity is gone?
