I think it is less widely applicable than what Jason recalled-- possibly if a team has an injured player who requires a timeout but the team has already used all their timeouts.
Here's a case where it gets used: an offensive team trailing in the game, < 2 min to go, runs up to the line to run a play. As they snap the ball, they get called for a false start, stopping play. That foul incurs a 5 yard penalty AND a ten second runoff.
You can imagine a situation where a team without a timeout needing a field goal will simply run up to the line and false start just to stop the clock. A snap and quick spike will stop the clock too, but that takes more time -- everybody has to be in proper position (seven men on the line!) and come set to not false start. This rule forces you to observe the proper pre-play protocol.
