illegally borne off checker rule

Forgive me for not reading this entire thread to see if this point has already been raised but isn't it true that once an illegal play is condoned it becomes a legal play? If so, the checker would not be illegally removed from play and there could not be gammons or backgammons. I think the purpose of this rule is to insure gammons could occur when a player starts with less than 15 men or one gets inadvertently removed from the board before the bear-off. You must bear-off a man to avoid a gammon or backgammon. Accepting this illegal bear-off makes it a legal bear-off, whereas condoning an opponent starting with fewer than 15 checkers or inadvertently removing a man from play other than via the bear-off, is not bearing-off.
