1) Right. If your dice and rolling is fair, your opponent loses the ability to skew the random outcome for either player no matter what they do (aside from UBK's spinning dice with magnets).
2) Obviously, if both players bring crooked dice, it all depends upon who knows what about the other players dice. If both players brought dice that rolled only 5's, and they both knew it, the advantage would shift to the player that could choose the best plays knowing that every future roll would be 55. Interestingly, in that case, Backgammon would become a (rather dull) game of 100% skill.
