With 8 other players to act, there's no way in hell I'm calling Q7 suited here. So flop play is irrelevant.

The way it was played though, yes the flop deserves a raise. The bet by Ginger is an obvious C-bet, and a raise will allow you to determine where you are in the hand. The flat call gives you no more information than you had before.
