64R- 32 against?

If we match the "insigníficat" advantage of 64R32X vs 64R32H with the systematics of such kind of plays acc. Sticks opening encecopedia it appears very likely that 3 up is the right move for the 2nd checker against a good player.

After responding 64R with 32H a not so good player seems to have not so much chances to react poorly. In case of 32X he might miss to hit back on 21 with a 2.

Therefore I assume 32X is also best against weaker players.
