How exactly does Magriel's safe-vs-bold say "bold"?

Seems to me it is right on the fence. More men back - yes, but behind in the race - no. Board strengths are even (perhaps slight edge to blue having the 7 point instead of the 8) and nobody has an advanced anchor (but slight edge to white having the 17 point instead of the 23 point).
