Cubelessly, it seems 7/1 7/3 is better if White cannot hit (easier cleanup) and worse if White can hit (due to White's 55 super joker). However, if White cannot hit, White has to drop the impending double anyway, so that's why I guess gnubg thinks 7/1 7/3 is worse cubefully.
