I don't agree. I think Timothy got it when he wrote "and the two X's corresponding to (say) Q12 are really two independent samples". Unless there is further stratification, they are independent and therefore uncorrelated. The fact that they are drawn from the same distribution, which is different from the distribution of, say, Q13, is not relevant.
