This doesn't really look like a "tempo hit" since White isn't threatening to do much but there are a few factors at play here.
1) Being hit with an ace doesn't cost much. Blue would prefer not to be hit, but if White does roll an ace, all it does is take a slight racing lead which Blue was going to have a ton of problems bringing home anyway. Getting another man sent back doesn't put you at a racing deficit or into a 9+ checker attack.
2) There isn't much else to do with the 5. GNU does see 13/8 as a marginal improvement over not moving a 5 but probably because of the 5 pips that Blue picks up in the race. It isn't really a structural improvement.
3) Hitting gives White several awkward entering rolls. In particular a lot of the sting is taken out of 55 33 66 and also 31 42 53, and 26 and 56 are a little ugly. This is unlike a usual opening position where all a loose hit does is drive White forward anyway...here he doesn't want to move his back checkers and just wants to build a board.
4) Owning the 11 point seems to somehow matter here.
