The lack of definitive rules is appalling. Here is what I think the rules should be, but even if you disagree, at least make SOME RULES about moving up:
1. If you start the year off as an intermediate, you should be able to remain there for the entire year until you cash in two tournaments. If you win a tournament, you should be required to move up the following year.
2. There should be a separate award for the top Intermediate of the Year....even players who move up, if they get points in the open, should apply to their totals.
3. If a player moves up to the Open division and doesn't get past the 2nd round in three consecutive tournaments, they should be allowed to move back to Intermediate if they want to.
As for Jolie, her problem is a common one (ask Dave Settles, for example). There are many players out there who either got lucky and won an intermediate event or simply got to be a good intermediate, but have little chance in the Open Division. In fact, just about every low open player has little chance in the Open Division. Most of us who first start playing in Open have little chance. So my recommendation is play anyway, for the fun and for the experience, but don't get in the side pool and don't buy back in the calcutta, and if you get lucky, hedge if you can.
When the game gets bigger, hopefully there will be a separate division above the Open for true Masters players so that people who are not world class have a better chance to cash.
Of course, and I have said this many times, if we had a point system that awards points for every win, and not just cashing, even those of us with little chance to cash have a good reason to compete and can walk away feeling like we got something for our money (rating points) if we can win a couple of matches.
Again, people who complain that it is too much book keeping can be quiet, as I VOLUNTEER to keep the books. It's not that hard.
