Your points are well-taken. In view of what you said and showed me, I would absolutely change what I said about having to move up. My rules are wrong. So come up with some rules that are not wrong...any rules....and let's live with them. Maybe you have to win two tournaments to move up and then you can go back down after 1 year if you play in enough events and never cash?

Whatever the criteria, there should be SOME CRITERIA.
