I'll take a shot with my simplistic thinking :-)

This is anchor vs. anchor, where you have the advantage of 21pt over 23pt and outfield control. What you don't want is to get a 4th checker sent back. With a high anchor, home board points are good and they can be deep as long as you are not killing checkers. 23pt anchor games usually save the gammon, so it's usually not profitable to play for a gammon unless you can get a lot of checkers back.

I'd make the 1pt.
