Noting that the cube is still in the center, the thought should not be about what is needed to win this game, but how do we get enough of an advantage to cube when things go well, and how do we make the best of it when things do not.
23/21 13/9 is my choice.
When white fails to enter both checkers, which will happen 75% of the time this looks like a strong double. When white does enter both checkers, we will be happy to have stepped up. By making the 4 point, can we give a strong cube if white enters one checker (which he is favored to do? A double, perhaps, but not a strong double. And what about when white dances? Looks like a huge market loss - borderline too good. So making the 4 point renders the cube nearly worthless.
