Rulings on subjects like this are pretty much left up to the tournament director. In my opinion, it should not be.

... and I believe the tournament director should be allowed some privilege in areas like this, dress code, and behavior.)

Although these two views are not entirely imcompatible, I think it's still fair to ask, well, which is it?
