Error rate calculated how means what, exactly?

What if I told you that instead of one match, these two players averaged ERs of 5 and 3.

Suppose I then told you that the player who averaged a 5.0 ER was, in the long run, a 55-45 favorite over the player who averaged a 3.0 ER.

Is there any kind of inconsistency? If not, why does everyone care so much about ER?
