I prefer 18/9 as I want to minimize blots and create a flexible structure that increases my chances to safety the blot on my 3 pt. or make other improvements next turn if I'm not hit, and then I just have the lone straggler to worry about plus I may have attacking chances if you fail to anchor.

I reject 18/14 8/3 even though it loses fewer pips if hit because it leaves a more stripped position, and I reject any of the plays that hit in my inner board because they leave more blots exposed and figure to set me back more in the race.
