Subject to clock availability, I have always maintained that directors should proactively clock whichever matches are furthest behind in the tournament, regardless of who the players are and whether they appear to be playing slowly. If the tournament begins with a few anti-byes, clock those. I once played a 33 player event with 1 anti-bye and that one match took 3 1/2 hours to play 9 points. A clock was available, but not used. A tournament will never catch up if that happens and no amount of subsequent clocking will turn back time - only try to prevent it from getting worse. The damage is done.
As for clocking money rounds, I'm all for that. Firstly, people have planes to catch and a 4 hour semifinal match can cause flight problems for people or prevent spectators from being able to watch the final. Secondly, spectators watching the money rounds should not be subjected to slow play any more than the players should. Thirdly, get the spectators, including the non-Open players used to the mechanics of clock play, so that they will be more comfortable when they need to play with a clock.
