In Response To: Time to stir the cauldron again... Appeals committee (Rich Munitz)

"My opinion as I've already stated is that you cannot pass your turn in backgammon and so punching the clock without rolling is simply invalid not illegal."

There needs to be a rule beyond just this being invalid and not illegal. Would Rory still have been allowed to double? Is anything to be done about Rory suddenly having a fresh 12 second delay?
