If the rule states that hitting the clock without rolling is an invalid action and they must take their turn then I'd say they get their full turn including full delay and chance to double. Apply common sense here. The player has used one second of their delay and was doing no game related thought or they'd have rolled. They've been stuck on the bar foe several turns with 12 seconds of free think time each roll if they needed to figure out what to do once the board was opened. What possible gaming of the system can someone be doing here? Just hit the clock again and say "it's your roll". I would say that if the mistake is discovered after the player bearing off has rolled, that player should have the choice of whether they want to keep their roll or roll over after the skipped turn is taken.
