True, but my opinion remains the same. You can't skip your turn. And in Rory's case, there were extenuating circumstances.
If someone is really going to abuse the rule by thinking for 12 seconds and hitting the clock in order to delay and try to get another 12 seconds for free, it ought to be fairly obvious and should get a warning and possibly a call to the director, particularly if it happened more than once. I would be absolutely fine if the rule allows for a loss of delay penalty in the event of such an irregularity. Nothing forces the opponent to impose the penalty.
Frankly, if the rule was written that you do forfeit your turn if you hit your clock without rolling, I would disagree, but live with that too. My larger point is that there is clearly a lack of clarity on how the situation should be handled and that the clock rules should be ammended to address the situation one way or another. This is too likely a situation for the rules to remain silent.
