I wonder, though, whether it's possible to develop a separate formula for short races—say, less than 35 pips—that's more accurate than either the Ward count or the Keith count.

I think you'd want to shoot for something where you're not trying to get it to work for real low pipcount positions. Those are special cases in a way.

The Keith Count is remarkably robust... I wish I had a good sense about the types of positions on which it is likely to err.
