There is not a lot of incentive for people to push the bots further. A few people are, of course, pushing the current bots further, but they are doing so despite the limited incentive.

This is very true....

An obvious one is to train different nets for different match scores. Has anyone made a serious effort to do this yet?

The reason is simply that it takes an awfull lot of time. BGB needs roughly 5-6 weeks to train one net on a very fast computer (playing about 2 million games/day on each core). so multiply it and the number gets ugly high for a very limited benefit. The only thing that may pay off is to train a net for DMP. This score is vastly different and it's only one additional net. I guess there are more effective ways to increase the playing strenght. Rollouts instead of x-ply seems promising to me.
