I think we are debating "can" and "should". Of course the tournament director can change any rule he wants--there is no written rule I know of that he cannot. The question is whether it is appropriate and good for the game if certain key rules that give players rights and make players feel more comfortable about playing SHOULD be changed.
Now, the fact that Pat and Howard choose to change a rule that I don't think they can change doesn't mean I will not support their tournaments or will not abide by their decision or stop being their friend. (They are both very good friends that I respect and like a lot in spite of their extremely odd personalities and quirks.)
I accept that life is not always the way I want it, and I accept that they both run terrific events that I want to support IN SPITE of the rule modification that I believe they SHOULD NOT change, and in spite of several actual rules I don't like at all that I would like to see changed.
Now, the fact that the CAN make any change they want and there is nothing in the rules to stop them is a matter for debate. I don't think it is appropriate that they can change basic rules...what would you think if a director decided to eliminate the Crawford Rule? (Main events, of course...side events, change any rules you want.)
The right to appeal, even if it is rarely invoked, I, and others who have expressed their opinions here, is an important safeguard. But even if it was not, that director "can" change fundamental rules is something many of us believe is not appropriate.
