History of Abolishing the Jacoby rule

The current starting position in backgammon (with the checkers already on the board instead of off the board), the doubling cube, the Jacoby rule, and the recently discussed 'Simborg Chouette Rule' can all be seen as rules that have been introduced to reduce downtime. (The doubling cube has other motivations too.) My gaming-expert friend that I mentioned is writing a book entitled "Characteristics of Games," and hadn't heard of the Jacoby rule until I told him recently. He wants to include it as an example, and wants to know when the Jacoby rule was introduced, so that he can fit it into his timeline of downtime-reducing rules in backgammon.
According to my friend, downtime-reducing rules are very common in gambling games, much more so than in non-gambling games.
