Ah, so you calculate Elo from error rate, rather then vice versa. Fair enough.

The constant of 16500 is effectively a conversion from points/decision to points/game. So I think your conversion assumes (16500 * 0.1 / 50) = 33 moves/game, which seems reasonable game played to conclusion.
