I don't know how the rating lists work in Japan or in other European countries but in Denmark only members who have paid the membership fee are showed on the list. Some of the strong players are not on the list. The rating list is an indication of who has had good runs lately. The Danish rating list (ELO based) is pretty volatile and it doesn't take many lost matches to drop a long way down or vice versa.
