I tried again with my 36ing using GNU 0-ply rollouts rather than Snowie 3-ply and found everything as you mention here. I had missed 33 as a problem roll because I picked an inferior sequel to 11-8, 6-1. 64 is a moderate sized problem roll too with two spares misplaced on the six. What I found most interesting is that there are almost no rolls which play better after 11-3. 41 & 65 are the only two rolls which give a small edge to 11-3. The distribution of spares just doesn't work as you point out. I will remember GDP.
