I think it's a bit unsportsmanlike to offer a premature cube, but not a serious breach of conduct.

Regarding whether the opponent's dilly-dallying is unsportsmanlike, as I've said before, my view of sportsmanship is unilateral. That is, I choose to behave in a sporting manner, independently of whether my opponent makes the same choice. Thus, while it may be an interesting question whether dilly-dallying is unsportsmanlike, that is an entirely separate question that is irrelevant to the question at hand.
