A reason one would prefer an actual premature action, as opposed to an oral statement, is that the action is binding. In your case, if you made your play and the opponent said, "You know what, I changed my mind, I'm not cubing," it's questionable that you could hold him to it.
I don't think any of us should get in the habit of doing this stuff, but there's less room for gamesmanship in Rich's example for sure.
