A lot depends on who you are playing and the tone of the match, and how you do the premature action, and what it is. In chouettes I often let my opponents know I am doubling no matter what they do when I know it is an obvious drop (in my opinion). In a tournament, if I know the opponent well and we're friends, there is no way my opponent would think I am taking a shot or trying to distract him. But when in doubt, it is always safest not to do anything against the strict rules as, even if it doesn't give you any kind of advantage over your opponent, some people could become unnerved, resentful, or not understand that you are coming from a good place when you do this.
Personally, any time anyone wants to make a premature action when they are playing me, I understand that it can't possibly do anything but help me or save time, so i would never see any reason to resent it.
