Blue is going to sometimes win a position like this by getting lucky and sneaking through the broken prime and getting missed and cashing. That can't happen with 2 checkers back. Blue may be hoping to anchor with 2 back, but with no board, white can easily trap blue off the anchor if it becomes necessary. There is little upside to trying to keep both checkers back.
