In a situation where the TD suspects that witnesses, because of their friendship with participants in the match, are reluctant to publicly state their viewpoints on a controversy, perhaps the TD should speak to all witnesses privately, away from the players, then return to the table to announce his decision without revealing what the witnesses told him.
