I don't necessarily believe that premature actions are always bad.
In a casual context, no. For example, when I see an opponent struggling to find the right play such that a given set of doublets will bear-off successfully in a 2nd to last roll scenario, I usually offer to roll first and save him the effort [assuming I bear off].
In a tournament setting with big money at stake, yes. The pejorative 'premature' should hint at this. The problem is that things can easily get confused when moves are played out of sequence. What happens if you play a rogue who rolls a terrible number which would force him to expose blots, who waits for your 'fast cube' and then picks up his dice without playing? Explaining that mess to a TD would be much tougher because of your premature action.
