During the Calcutta Patrick said "anyone" not using a clock would be penalized

Neil: My penalty would be to ... forfeit them.

A forfeit would seem a too harsh implementation of "penalized" unless it is announced that this is indeed the penalty. Otherwise, I think it would be sufficient with a stern warning, and entering a clock to their match; with reduced time - either based on clock time passed, or on score reached - whichever gives least time remaining - and preferably with another minute reserve subtracted for penalty.
