Mandatory Clocks -- Penalty for Non-Use

In Response To: Mandatory Clocks -- Penalty for Non-Use (neilkaz)

It may have been clear to you but certainly not to me. My first round oppt and I didn't know that clocks were mandatory -- until Patrick came over in the middle of our match and told us so. I thought open division matches were to be clocked unless both players agreed to play without one(which is what the tournament flyer stated). I did not hear any annoucement to the contrary.
