I think hitting is a must here, even at the score. If you step up and kill a builder, you still have the blot on the 1pt to worry about when opp hits you on his 3pt (which he will with any number).
Having hit, I would cover the 1pt. At this score (-5-11), especially, getting double hit with ALL ones is unbearable; on 9 of the 11 ones you'll swing from having some salvageable winning chances to mostly being gammoned. And all the fours except 64 double-hit as well. While you would of course rather be on the 22pt than the 24pt overall, at least you have a better chance of surviving (anchoring) when opp doesn't fan.
For money, stepping up (and hitting) might be right because of the recube vig when opp fans (if not immediately then after covering one of the blots). At -5-11, you can get very little out of cube ownership, as I see it.
