I don't think there is a unilateral answer here.
Do you have a full prime or close to it? Do gammons count? How good is Blue's board? Is there any chance of picking up a 3rd, 4th, etc. checker?
Of course you should try and trap early, often, and very aggressively if your opponent does anchor, but it is difficult to know exactly how to trap and the anchor can win these games, and when it does it is almost always a gammon.
I'm not 100% sure that 15/9 is better in the first position, although I guess that would be my play. I'm close to 100% sure that 8/1 is better in the second position.
