The exception to this rule (and also apparently to Jason's) is that {6,3} bears off better than {5,4}, not on the next roll (where the chances are equal) but on the roll after that.

That's not an exception to Jason's rule. Three apart is better than one apart, and 3 is closer to 2.7 than 1 is.

The rule is indeed from Kleinman; I'm pretty sure it's in Vision Laughs at Counting.
