Are all premature actions necessarily bad?

My point in my original post on this thread was to explore the opinions of other players or directors as to whether all premature actions are unacceptable under all circumstances, or whether there might be reasonable leeway where certain kinds of premature actions in certain circumstances might be acceptable behavior. Obviously, if I act prematurely, I incur a risk that there is something I might not have though of where the premature action can work against me. That is my risk to take.
If the light is green, it is permissible for me to walk across the street. However, if I don't look around before crossing to make sure that some moron on a bicycle is not blowing through the red light going the wrong way down a one-way street, my being permitted to cross does not mean there is no risk. The question is whether these kinds of premature actions have green lights. Doesn't mean I still shouldn't proceed with caution.
