IMHO, anyone who takes thirty two minutes on any play should be thrown out of a tournament
clocks are the only salvation for backgammon if it wants to increase in popularity and perhaps gain tv exposure with the associated increased purses, etc.
few things can be more discouraging for a new player than a clearly better player taking three hours to beat the crap out of him in a 9 point match
5-6 years ago when Mochy (the current World Champ and a Giant of Backgammon -- all most deserved) first burst onto the US scene (to my knowledge) by winning everything in Las Vegas, I watched a bit of his play; it would have been more exciting to watch grass grow -- he was that slow, deliberate, and cautious on EVERY play; I can only assume he is much more confident and experienced today and plays much faster now and is often playing with a clock
the same year, I believe, a friend of mine from Austin, Wolfram Sauer, won the Las Vegas intermediate division; Wolfram can be occasionally quite deliberate in critical situations and with tough plays but he was playing a young French guy who was ridiculously slow; their 13(?) point final match took something like 6-7 hours
those sorts of delays kill the enjoyment of the game for many and will impede any progress the top-level matches may ever have of becoming mass audience events
