I apologize for not spending more time thinking about this, but after a little thought I do have two comments:

(1) Blue's timing is pretty bad and I do not think it rates to be corrected by having more checkers sent back. As White I'd be happy (generally, depending on the rolls that come) to send six more checkers back. So, whichever bot's choices tend not to be wide open screwy "hit me!" plays would be the one I'd favor overall (Tim's right, 21 questions is too many, about .... 1 at a time ... is the most most of us can handle).

(2) What will the rollouts tell us, without us knowing better how the bots play? For example, suppose White really does gain, generally, from hitting more checkers. And suppose Blue leaves a lot of blots to hit. The question then arises: in the rollout, did the bot hit them?
