3. No two players will be paired more than once.

In a Swiss-all-the-way (no playoff) format, you either have to relax this rule at some point (round 9? once everyone is in the money? once your first repeat pairing is forced?), or, I suppose, keep it and minimize repeat pairings to the end.

(Byes are treated as wins.)

This isn't required. There are two parts to it, too: you can treat a bye as a win for pairing purposes, and for cashing purposes. I think we discussed the possibility that Rob Maier will handle this differently in Pittsburgh than you will in Madison.
