I've learned you have to 'anchor up' in these situations even though you're significantly down in the race. If you don't you sort of toss away your racing equity because your opponent will make their board, sooner or later, and you'll be praying on that one turn that you could go back in time and play your five 21/16 so you wouldn't be shut out of the game. Your opponent can play all numbers comfortably if you stay back so it's only a matter of time before they make the board and attack or pick and pass and attack.
