I prefer making the 4pt here as I believe you did OtB. Neil has too many blots floating to play semi-passive, bar/17*(2) or completely passive, 13/9(2). If you come in and continue to the 17pt Neil makes another anchor and you are a looooooooooooooooooooooooooooooooooooooooong way from bringing this home. I like trying to cut him off at the knees. After making the 4pt if he makes another anchor it's likely to be 22pt instead of the 21pt now and the further I can force my opponent's anchors back in general the better.
