What is the wrong concept?

Well without knowing what you are actually playing here, it is hard to know what the wrong concept is here.
I play two down from the mid. It gives tremendous flexibility to make either the 4 point or the 8 point to improve the prime and leaves 8 shots to do it. However, there are no safe plays here so the risk is relative. The 4 hits on the 8 point leave 16 returns from the roof so it is not catastrophic, and white still has lots of work to do even with a miss (unless it is a dance). The other hits would be great numbers for white anyway if the blots were not left there, so the incremental cost of the hit is reduced. Numbers like 31,32,33 where white might want to step up to the 21 point now become dangerous options. And if white steps up to the 23 point, the 8 point becomes an important point to make.
Behind in the race here with cube access, equal board strength but better board points, and an advanced anchor argue for some aggression here in order to get to a position where the cube can be turned. In fact, if white remains on the 1 point, I'd say we're probably there. Making the 4 point would also qualify as bold, but it incurs far greater risk with fewer returns and just does not have that much more of an upside since blue is not even favored to make the bar when missed.
